The Ministry of Health held a budget dialogue to finalize the 2025-2029 National Immunization Strategy.

The Indonesian Ministry of Health (Kemenkes), through the Directorate of Immunization, held a Budget Dialogue Meeting as part of the finalization process for the 2025–2029 National Immunization Strategy (NIS) for Indonesia. The event took place at the Shangri-La Hotel in Jakarta on Wednesday, July 16, 2025.

This forum aims to present estimates of the national immunization program's budget requirements, identify potential funding gaps, and build cross-sector commitment to supporting sustainable funding.

In his remarks, the Secretary General of the Indonesian Ministry of Health, Kunta Wibawa Dasa Nugraha, emphasized that immunization is a shared responsibility and a long-term investment for the nation's future.

"This document will serve as a comprehensive guideline for formulating the vision, specific objectives, and priority strategies for the immunization program. We hope the results of this meeting will form the basis for developing a more focused, measurable, and sustainable annual operational and budgeting plan," said Kunta.

The 2025–2029 NIS was developed as a continuation of the 2020–2024 Comprehensive Multi-Year Plan (CMYP) and is aligned with national and global strategic documents, such as the 2025–2029 National Medium-Term Development Plan (RPJMN), the Health Master Plan (RIBK), and the 2030 Immunization Agenda (IA2030). This strategy was developed through a structured, participatory, and evidence-based process, encompassing situational analysis, multi-stakeholder discussions, and data triangulation.

Secretary General Kunta also quoted the statement of WHO Director General, Dr. Tedros Adhanom Ghebreyesus, "Immunization is not just an act of protection for the individual, it's a civic responsibility."

Through this Budget Dialogue, the Ministry of Health hopes to strengthen collaboration between the central government, regional governments, and development partners, so that the national immunization program reaches all levels of society fairly and equitably.

This meeting was attended by representatives from various ministries/institutions, professional organizations, civil society, and development partners such as WHO, UNICEF, UNDP, GAVI, World Bank, and others.

The activity concluded with a presentation on the follow-up to the preparation of a medium-term financing strategy to ensure the sustainability and effectiveness of the implementation of the immunization program during the 2025–2029 period.

The Director of Immunization, Dr. Prima Yosephine, presented an analysis of the national immunization situation, medium-term strategies, and estimated budget requirements for the next five years. For the 2025–2029 period, the budget requirement is estimated at IDR 53.8 trillion, with the largest portion (39%) for the procurement of new vaccines.

Dr. Prima also emphasized the potential for efficiency through cross-program integration, which could reduce operational costs by up to 45%, to approximately IDR 11.3 trillion. However, a funding gap of IDR 4.39 trillion remains, requiring support from across sectors and development partners.

"As many as 13 provinces have yet to achieve the target of complete infant immunization coverage (90%) in the last three years. Furthermore, the trend of children who have not received basic immunizations (zero-dose children) is increasing significantly, reaching nearly 1 million children by 2024. The risk of outbreaks of diseases such as diphtheria, measles, rubella, pertussis, and polio is also increasing if coverage is not immediately improved," said Dr. Prima.

The meeting also highlighted several key strategies, including increasing the coverage and quality of immunization evenly, utilizing digital technology through the Satu Sehat application for recording and reporting, establishing National and Regional Immunization Task Forces, and improving advocacy, human resource training, and public communication.
